Can't Run from C Drive

I have an old DOS program on a flopy disk. I run it on my Windows XP computer by inserting the disk, then Start, My Computer, Floppy A, Folder Opt, Opt.exe. However, when I copy the folder onto my C Drive and try and run it from there, I get an error message saying that the executable file (Opt.exe) cannot load Param, which is a small parameter file. I need this program and now some computers don't have a floppy drive, so I really need your help. As you can tell, I don't know a lot about computers and less about DOS. Any help is greatly appreciated. Thank you
